Owners manual for my 06 says aprox. 1.8 qts. I put almost 2 in my last change. I'm pretty sure this is the same for the older style ex's too.

My manual says 2.3 qts total, and tank holds 1.95.
If you have drained the tank, crankcase, oil cooler (just takes more time), and changed the oil filter, you should fill the tank, start it up for a short time to redistribute the oil, then refill the tank to the proper level. Take it for a short ride, then go back and check the tank level again.

My 400 2007 takes 2 bottles minus 200 (i think its mg). I put a quart and a half first then let it warm up without revving the throttle. If you don't do it right you will definitely have different readings usually low reading (hence you then overfill). Make sure you are draining both ol plugs as well.

1.8 quarts is how much all years 400ex takes.
thats if you drain both plugs and change the filter.
i usually put 2 full quarts in mine, because i run in the hot desert and the more oil the better it stays cool.

Be sure you do not put the oil filter in backward!!! It will toast you engine!
Also, drain it a long time to give the oil cooler enough time to empty.
When the quad has sat for a while, the oil will find all kinds of places to hide....and the reading will always be low if you make the mistake of checking a cold engine. I had a freind do this on his wife's and he got it so full, it blew the oil lines right off the tank because all that extra oil had no place to go........
