seat won't come off

i took my seat off the plastic of my 250x and temporaily repaired the seat with duct tape but some of it came loose so i went to take it off and some of the bolts just spin inside the seat pan any ideas how to fix this

use an impact whench with the right socket it should spin it fast enough to take it off
