so i might be getting a 400ex with 440 kit and a stage 3 hot cam , they owner told me that the hot cams instructions said to remove the decompression mechanism and part of it is the spring and plunger ?? any of that make sense??

That is correct, They are not needed with an aftermarket Cam. Enjoy.
