well you know how it hits the rev limiter in reverse? if it sound like that, you may have some wires crossed. check the wiring harness to see if there are any melted or sratched wires that may be grounding out. otherwise the tires would have nothing to do with it hitting the rev limiter. all a smaller tire will do is slow you down and give you more power, rather than speed. a bigger tire has to travel more in order to complete one full revolution, a smaller tire will spin much faster at lower speeds.
