Thumbs down Honda Recon Front Brake Help

I have a 2000 Honda Recon and the front brakes are very weak! I just put new fluid in them and bled all of the air. I installed new brake shoes adjusted the brakes per the service manual. The brakes are still weak. I not able to lock them up. Any ideas on how to improve them? The only thing left is to replace the rubber lines with steel braided lines. Any other suggestions would be appreciated.

adjust the shoes out till the adjusters stop then back one notch. also sometimes if you ziptie the lever over night it will help bleed them out

I have adjusted the front brakes so that they do not drag, so they are as tight as I can get them. I have bled all of the air out. The left side is working well - bith pistons move. On the right side, one piston moves a lot and the other one barely moves. I am going to rebuild the pistons on the right side. What's your thoughts on steel braided brake hoses to remove the flex in the stock rubber hoses?
