Really depends on what motor work you've had done and what gearing the quad will pull. We always ran 20/28 everywhere we went and let the clutch handle the rest, that was with a fully built national motor. 19/28 would give more torque. What are you running now?

running 19/35 right now and i am thinking of 18/35 or should i go 19/38
18/35 and 19/38 are pretty much the same. You could go with a 27 rear and that would put you at about 1.42 ratio whereas a 20/28 is at 1.40 ratio so it'd be close to what most run. Where's I-Zapp at, that guys the king of gearing lol.
