Banshee Identification

[GA400ex]

I am looking to buy a project banshee, but the owners do not know the vin and can't seem to locate it. The guy looked on the bottom framerails and said he saw a flat spot where it looks like it should go, but nothing was there. The engine identification # is 3GG-175751 and the it has a silver frame and blue plastics. Everything is stock. Any tips on figuring out the year model?

Maybe its a stolen frame..
