Problem with jetting in friends raptor..

He installed a new Yosh tri-oval full system... Had it jetted.

It runs fine at higher rpm's, but lost alot of power down low and is fouling plugs within minutes of taking off.

I say its running to lean, but the jets are balanced correctly. Any advice? anyone have this problem?
Please note that if your listening to my advice, you should have your ****ing head examined. Doing as I say could lead to mental illness, injury, or even death.

Sound really Rich to me if it's fouling plugs. What sizes does he have in now? What is the needle setting?
