i have a lot of rust and crappy stuff on my sparks. If i sand blast it, will it come off and make it shiny again?

if its the headpipe, and it was ceramic coated then yes it will clean it up. infact you can beadblast (bead material only) the headpipe at a low pressure (40 psi) and it will not harm the coating unless its already having problems.
if its a plain stainless pipe then again, it will clean it up but will need to be redone when its nasty again

if it were mine, id remove it and give it one heck of a bath. then when it was fully dried id hit it with some 000 steel wool.
