It hasn't ran in 2 or 3 years? Probably needs tuned up. New spark plug, drain old gas, change oil, clean air filter, clean carb, put back together, add new gas.

i rebuilt the carb got new spark plug, and gas
should i try starting fluid???

and the flloat is free too not stuck

Stuck ring causing compression loss? Just guessing.
-
no it seems to have good compression

You can try starting fluid and that will tell you if you have a fuel problem. If it runs with eather. You may need to consider looking into the carburation a little more. Try the eather in through the carb first then through the plug hole. If it dont run you may want to try a few other things. Does it have good compression? Are the valves adjusted corectly? Is the spark good or justenough to show on the plug? Is the exhaust plugged. This should be a good start.
