Whats wrong with my choke???

When i try to use my choke on my 250ex it kind of like hmmm.. how to put this, it runs really crappy and it just acts weird and it cuts of and it sounds funky but when i push the lever down the quad is fine. I hope you get what I mean when I say what it does. Does this mean it doesn't need choke? I used it during the colder morning and the days i have missed not riding it and it does this. I don't think its my jeting bc my whole quad would be running like crap even with the choke off.

I have noticed this for a while now and i have decided to ask why it does this.

I have yet to need the choke on the wifes 250ex unless it's well below freezing. If it'll start without the choke just go with it.
