I HEAR THAT THE 400EX COMES OUT THE BOX WITH ONLY 3/4 THROTTLE ADJUSTMENT. AFTER I OPEN IT ALL THE WAY UP IS THERE GOING TO BE A NICE POWER INPROVMENT?

I noticed a pretty good difference,just make sure you leave tiny bit of slack so as not to break the cable or damage the carb slide.

how do you make the adjustment???

on the throttler housing, pull back the rubber boot and back the adjuster out until you have minimal play with the thumb throttle....just like adjusting any other cable....
