lectron carb

im having a problem with my lectron carb. I tried adjusting the metering rod and after i adjusted that i did everything it says such as place the flat edge of the metering rod toward the engine and place it in. I did that but i can never get any gas to flow through the carb. If anyone could give me some help i'd appreicate it.

Is this a brand new carb or a used one? Have you verified that the float slides up and down yet? I've noticed that it likes to stick on occasion if it's not cleaned regularly.
