? about stock front 400ex wheels?

I bought some used front 400ex 10x5 wheels and went to have 2-21x7x10 front sand tires mounted but there were 4 tiny little pin holes that were on the inside of the wheels that didn't allow the tires to seal. Does anyone know what or why these little holes are there? thanks!
