a-arms and front shocks should work

It depends on the bushings in the 250r a arms, some are too wide for the 400ex.

Some 250r shocks are shorter the the 400ex shocks also.

The 250r tie rods will work and be stronger than the 400ex tie rods....this is if they are both stock.

The components are all Lonestar. arms, tierods, bushings, etc.
I've heard that there may be a bushing difference, does anybody make a bushing that works with the 250R arms on the 400ex?

I just got threw doing this. This is what I have found. The A arms are about 1/4 inch wider on the 250R. with a lot of work you can make them work. I took and cut off 1/8 from each side were the bolt goes threw. Front shocks are a direct bolt on. Rear shock wont work. A 250R shock is 1 inch longer then the 400 and the top mount is to narrow. E brake block off is a direct bolt on from one to the other. Steering stem will work but you have to grind on that toi make it work also. The stops are difrent. The 250r stop is in the rear and the 400 is in the front, SO you have to grind on it to get your turning radius back. Over all a pain in the ***** but worth it if you already own the parts.
