Can anyone tell me what a hare scramble is?

It is basically a race on tight trails with all kinds of obstacles in them. Most have timber trails, hill climbs, wide open sections, some MX sections, water crossings...etc. You have to stay within a certain distance from a marked trail and simply go like hell!:D

seriously tho, it IS xc. a harescramble is basically a race with zero jumps, mostly xc. woods ect

It sounds like a couple of Michigan's harescrambles have jumps (a small portion of MX thrown into the XC), though it's up to you how much you go after them.

Its offroad racing, woods, fields, hills, etc, same as XC. Sometimes they throw in a nearby MX track as part of the race too.
