Mn. &/Or Wi. rules??????

How strict is Mn. and Wi. as far as enforcing the use of spark arrestors and noise limits? I was trhinking of taking a trip to one or the other but my pipe doesnt have and doesnt even have available a spark arrestor. i dont want to go all the way there and get a big fine. Thanks.

WI. can be tight,$250 fine for no spark arresster if they catch ya,not sure about noise.
