1) CALIFORNIA COASTAL COMMISSION MEETING: (ACTION NEEDED!)
The California Coastal Commission released it's staff report for the 2003
season. This staff report is calling for numerous things to be
implemented. Most notably is the year round closure (read that as
PERMANENT) of the beach area from pole 6 South. This closure would be
wider and close more area than ever before. Normally this is seasonal,
March through September for the Snowy Plover.

This would eliminate approximately 50% of the prime camping area and
decrease the recreational experience. There is potential for safety
issues. DPR has considered reducing the allowable number of campers in
half. As we all know, camping is sold out every summer weekend, and if it
is reduced in half it would be very difficult to be able to camp on the
beach.

The CCC is also pursuing a study on night riding to determine its effects
with the goal of banning all night riding activity.

As always, the CCC releases the staff report and then only provides ~5
days to respond.therefore we are always rushed to provide comments prior
to the CCC meeting. Comments are due to the CCC by Friday 2/13/04.

Here are the 3 things we need you to do (BY FRIDAY 2/13/04):

1. Call your elected officials and ask them to call the CCC and demand
that your rights to access this park be upheld (fax and email is our
second option). The Coastal Act was meant to maximize access, not take it
away.

Contact as many elected officials as possible. Follow up with email and
fax. Take 10 minutes of your time to do this, it is very important to have
our voices heard!!!
They should call Mike Reilly at 707-565-2241 to voice their concerns.


2. Send a letter to the CCC, reference permit #4-82-300-A5 and state that
you DO NOT SUPPORT THE STAFF RECOMENDATION . Express your frustration with
the continual decline of camping and recreational area. Be understanding
of the need to protect endangered species and suggest that habitat be
developed to the Southern part of the park where camping is forbidden.
Remind the CCC of their requirement to balance recreational needs and
environmental needs and currently the system is unbalanced in favor of
species protection. The ODSVRA is a state legislated vehicle recreation
area, not a wilderness preserve.

3. Attend the meeting in La Jolla, California. It is important that we
have people show up and show their support for continued access to the
ODSVRA.

Mr. Monowitz:

I would like to voice my opinion regarding the staff recommendation for Oceano Dunes SVRA. I strongly oppose the staff recommendation.

My choice of OHV recreation access, although objectionable to a vocal few, is no different than other motorized recreation. Discrimination against my choice ignores the public’s intent for the CCC and State Parks - Assure access for legal recreation balanced with protection of the environment.

It should also be noted that no other plover site on the West Coast are receiving such extraordinary biological attention as the in ODSVRA. In fact, even though over 6-million visitors have visited ODSVRA in the last five years, there haven’t been any Plover deaths attributed to humans or visitor vehicles. Unfortunately, vehicles have been labeled as the scapegoat, when the facts point to dramatic evidence that predators were decimating plovers, not people or vehicles.

I urge you to reject the staff recommendation, and focus on reopening areas at ODSVRA that were closed because of flawed science and emotion.
