I believe it's paint. If it were vinyl I'd think the objects in the pics would be slightly distorted from the body lines in the truck. Look at the aircraft carrier on the hood and the Humvee. Their lines stay straight. Unless someone took extreme measurements to calculate the exact distortion when laying flat so that when it was applied to the truck it would straighten back out.
