dynojet needle and carb question

i have 2 questions. first off what is the purpose of the littl washer than is suppose to go on top of the needle E clip. also i am changing my jet. i change the main jet without taking carb off, is there anyway to change the pilot without taking carb off?

The washer is like a 1/2 clip adjustment. If you put the washer under the clip it raises the needle 1/2 the way as moving the clip 1 position.
The washer serves no purpose when it is on top of the clip.

I havent changed my pilot, but I think you have to remove, or partially remove the carb to change it.

You are going to have to remove the carb to change the piolet:devil:
