We dont no your whole story but its not always the jetting. check the ignition system for a strong spark. if a coil or stator is on the way out you may have to weak of a spark uncapable of burning the mixture. this happened to me on a 2 stroke boat every time I wanted to go out Id have to clean the plug or it wouldnt start. eventualy I got sick of it and tested the ignition system. bad stator $400 later empty wallet & no more problems with the motor

A fouled plug can actually be a number of problems. It could mean that you have the wrong heat range plug, it could mean you have poor compression, it could be a weak spark, or it could mean that your jetting is too rich.
Check the jetting first, it's the easiest.

 start by using a 17 mm wrench take the bottom float bowl bolt out then get a 6mm socket and take out the main jet and look to see what main jet it is.and then ask your question:huh
