I Need Help With My Plastics!!!

I just bought full Maier black fenders. The fronts are the racing style and on the instructions for putting it on the directions say to.. "Remove the rubber pads from the two upper front fender rests." <----What the hell are they talking about? Can someone tell me where these "pads" are? Thanks a lot.

On the front brace for the fenders where they bolt from the frame to the fender there shoud be a brace. There is 2 black pads on the outside that the fenders sit on.

So underneath these pads there are 2 holes for bolts? Do i just drill holes in my fenders so they line up with the holes? Thanks
