What sort of things should I do to a 300 that has been sitting for a year and a half?

to get it running, just get some starting fluid. and make sure theres nothing in the muffler or airbox.

If the carb wasn't drained properly, I can almost surely say that there is now way it will run correctly without a good carb cleaning. Change the oil, clean and re-oil teh air flter adn take it easy for a little while to make sure nothing is wrong with it.

Definetly the carb is all varnished up with old gas, take off the bowl and spray it up with some carb cleaner at least. Drain what ever is left in the tank, put some fresh in and slosh it around then drain that. Fill with some nice fresh stuff. Yeah check for debris in the air box.

After you clean the carb, drain the oil, etc. you should pour a cup of oil in one of the valve cover holes to oil your cam and rockers so you don't start it dry. When it starts let it idle till it warms up so you get oil circulated all through the engine.
