I believe powerband is a term that describes the range at which an engine makes the most power. All engines have a powerband but it's much more noticeable on a 2 stroke because they don't have much low end power.

Every engine has a powerband. Like 300exOH said, its the range at which the engine makes the most power. In a two-stroke, it is very noticable, because they have very little power below the powerband. In a four-stroke, it's not quite as noticable, but it is there.

Generally with two-strokes, the "powerband" is the the point that the pipe is helping to build power. It can be a hard hit, or it can be smooth. It can be in the high rpm range, or down lower.

With four-strokes, you don't usually refer to the powerband itself, but rather a change in the powerband. The powerband is mainly shaped by the camshaft. A stage 2 cam will shift the powerband higher. The pipe can also have an effect on the powerband, but not nearly as much as the cam. A quiet pipe will tend to shift the powerband lower.
