If I put outerwares on K&N, would I have to re-jet and would I lose any power?

No You won't have to do anything. It has no restrictions what so ever and only helps keep dirt and water out of the filter. If you have the K&N filter I highly recomend it and It not that much either.

actually
..the outerwares produce a 10% drop in flow but no need to rejet...i also suggest one on a k&n
