I know I can remove the clutch center locknut with an impact wrench, but can I tighten the locknut back up with the impact wrench without having to lock up the engine(with a clutch holding tool or something)

yes you can just tighten it the bump it a few times. It should end up close to your original keeper mark.

it SHOULD go quick enough to torque it, but when you use an impact gun on anything, make sure to put a torque wrench to it and double check. try having someone hold on to the back tires with a death grip. i had my old rusted stock axle on still when i did mine so i just took a pipe wrench and stuck it on the axle then the arm on the ground so it wouldnt move.
