Ok well i am trying out a set of 400ex shocks on my z400, but the bushing is just a little to small, is there a way to make it fit better so there isnt the play that there is right now? can i just put washers in there?

Your local hardware store should sell nylon washers of various thickness. The nylon is very tough and won't make noise like a metal washer. I would, however, inspect it periodically to make sure the shock bushing isn't cutting into the nylon.
