question about PC

I have recently purchased a frame that is pc'ed but it is rubbed off in few places. Can I have it just gone over or does it need to be stripped and started over? Color changeed ok as well?

The previous powder coat can be scuffed up and coated over. But to get the best quality results and durability it needs to be completely stripped.
