What is the benefit of these? and Will I need a new back shock. I know I will need a new chain.

You should have your rear shock resprung and valved to compensate for the longer arm so you dont bottom out. Advantages would be longer wheelbase for higher speeds and will make your quad less wheelie happy. 1 1/4 is usually the preferred lenght for mx.

i have a plus 1 for my 300 and the difference is night and day . it rides MUCH smoother now.

i guess it would depend on the track. but i would think a shorter one would be better. but maybe longer then stock.i duno.

yes you would want a shorter one but i think with the 400ex imo that the stocker is too short. so thats why i think most people that race mx with a 400ex get a 1 1/4 plus swinger. heck if you dont want one that big i think the '89 R swinger is a little shorter and LSR, Houser, Gibson i think can all make em '89 R length but for a 400ex

You want the quad to be longer then wider. If you put (lets say) +3 a-arms and a +4 axle with the stock swingarm lenth, the quad will bounce around more in the whoops.
