At the flat-track race I went to last weekend, I noticed a few 250Rs had plates attached to the tie-rod bolt holes, that moved the tie-rod pickup points rearward a couple of inches. Is that to slow the steering ratio?

The plates were on the steering stem or the spindles? If they were on the steering stem I think they would make the steering quicker. Not sure though. Anyone know for sure?
The races were at Oakwood (Roy).
Yes, TRXR29, now that I think about it some more, I think it would quicken the ratio. Is that their sole purpose?
