i dont know about a 250r but on a 400ex remove the front plastic, gas tank, gas tank guard, and then u will have a good look at the carb and do it there or u may want to remove the tant all in all. i have no first hand experience but it maybe as simple as taking the stock throttle housing and removing the throttle cable and installing it in the new one... Not sure....
hope i helped

its best to remove the tank and cover. You need good access to the carb to get the old cable out. Do youself a favor though. If you DON'T have experience with twist trottle on a quad, don't throw your thumb throttle away. If you have riden a bike (mx or street) DON'T use that as a reference! Many...MANY here that have tried a twisty on their quad have QUICKLY gone back to a thumb. Take a jump just once...and you'll know instantly if twist is for you

Thanks.. got it... Remove tank cover, remove front plastic, remove tank. Remove inspection cover on carb, remove cable and done. After removing thumb throttle install new cable in reverse order. 45 min's top's..... and yes I will keep the old throttle. thanks for the help gang...
