The fuel screw (air on other carbs) adjusts the idle mixture only. Average factory setting is 1 and 1/2 turns out from gently seated. Turning out richens, in leans. With a pilot jet changed up to a 40 the setting may be from 1 and 1/2 to 3+ out considering your flow mods.
The T-4 may pop on quick throttle let-off (deceleration), turning out the fuel screw will help eliminate the lean popping but will never cure it completely.
At a low idle try moving the screw out slowly a 1/4 turn from 1 and 1/2 listening for RPM pick up as you come out slowly keep going and it will start to stumble (too rich) find the smoothest idle point with the least roll-off backfire.
Then you'll have it "right".
