i just bought a 45 pilot jet and i took out the stock 38 and my jet was 45 smaller than the stock 38. Is that normal. Is slow jet is right beside the main jet?

you must have got the wrong pilot. the aftermarket pilots are usually a little bigger (length-wise) than the 38. make sure its a keihin 21 series pilot jet. yes, the pilot is right next to the main.
