300ex carb problems!need help asa

hey yall, ive got a a wierd situation.i just baught a carb off ebay stock 300ex carb, and pops is cleaning it and everything.and its been soaking in carb cleaner and gum cutter since saturday, and the butterfly wont open past half throttle.:huh the whole thing with the palstic cover off u can see its going but not opening past half throttle.theres no cable or anything on it its out of the quad and getting cleaned and re jetted.but we havent been able to get it to open past half throttle. when the linkage goes down and hits the other piece that is attatched to the spring it stops and thats about half throttle im guessing.any ideas?!ive never used the carb i got it off ebay and its been sitting in a garage for a few years.any ideas or opinions are greatly appreciated.help me out so i can get some riding done this week, its spring break for me!
