cdi box- rev limiter?

Can u remove the stock rev limiter out of the stock cdi box on a 400ex, is there any bad things to doing this or does it work? And not to sound stupid but where is the flywheel located, sorry if I sound like a moron but I want to put a sparks timing key in.
