I bought a Pro-Armor XC bumper for my '07 EX but I'm having an issue with it. When I put the bolts in the bottom of the bumper and bolt it to the frame, the top slots don't line up with the top mounting holes in the frame. The frame mounting holes are lower than the slots. I thought maybe it was an issue with the bumper but I was able to mount it up to my brother-in-law's '05 EX perfectly. So what's wrong with my frame and how can I fix it?

The frames have been the same since 1999.

Possible its the wrong bumper, maybe its for a 250r or 450r?

The packaging it came in said 450R on the outside but the instruction sheet said 400EX/450R. So I started doing some research and everything I've found says the 450R and 400EX bumpers are interchangeable. It's not off by much, either. The left hole is half a hole diameter too low and the right hole is 3/4 of a hole diameter too low. It's also weird that it fit my brother in laws '05 perfectly.
