1997 honda 300ex wont start from the push start button

I have 1997 300ex that wont start when you push the start button. nothing happens when you push the button. also there is no electric getting to the lights at all. I can jump the solenoid and it will start right up. When it is started if you push the start button you can hear it click over and tell the solenoid to start. also the lights work when its started. I am not sure why it wont start with the button but the button has electric when it is started and running.

could it be the INHIBITER UNIT or the CDI?

any help is appreciated.
