Does the tire size affecy power or top speed?

Yes.
Taller = higher top speed, less acceleration.
Shorter = lower top speed, more acceleration.

Tire size doesn't really affect power, jsut the way it feels. If stock is a 20 inch, if you put on a 22, you will have longer gears, and it will feel phyisically slower, but it will gain a few mph on top end. If the tire weight doesn't change, the tire size affects the way the quad goes just like a sprocket would, shortening or lengthening the gears.

larger tires will increase your top speed, but cost you acceleration, and you will also take somewhat of a power hit because of the additional weight of the larger tires? You can change your gearing to compensate for the loss of acceleration.
