Thats were the fresh air snorkel that goes up under the seat goes into the airbox if i'm not mistaken

That's what I think it is also. Should be white and made out of plastic.

I seen exactly what you all are describing on a few other quads. I just didn't know what the name of the part was. Is the purpose of the snorkel to keep water out of the air box/ability to drive the quad through water?

The snorkel is needed on a stock quad because with the lid on the airbox it is the only way for the motor to breath. With the lid on all the air intake goes through the snorkel. If you are running no lid then the snorkel is not needed. On my build, however, I left the snorkel in place with an outerwears lid because I can always throw a solid lid on and rejet for wet conditions if I wanted.
