Was I sold a bad cr250 ignition

bought off ebay a few years ago so I have no recourse, just getting around to finishing my build and no spark. Saw some test procedure that said the blue to ground should be 240ohms, and I'm reading infinity. If I bump the meter up to 2M I get flucating readins from 0.300 to 1.2 and it doesn't stay in one place, the lesser scales read nothing. My grounds all check out ok through the multimeter and I have several extra straps to the frame where the paint is ground off so I don't think its that. Is there any way this ignition could still be good or did I get ripped off?

Here is the procedure for checking the resistances on the 00-01 CR250 ignition. Hope it helps.

would this work with the 2001 CDI even though its a 2000?
