Well actually i had this problem when i bought my new 400ex. I had a 300 but made the jump to the 400 and always fouled plugs. The trick of it is how you start your beast. I was pissed like you, hell i even went out and bought a case of spark plugs :) but im happy to say i still have 10 of 12 in the box. 400's are notorious for there cold staring troubles. If you have your manual they talk about how it should be started. Read the part about preventing flooding. Its actually the opposite of what you might think. I start my bike, but pumpling the throttle a good 3 4 5 times, w/ the choke 1/3 or so, and gas off. Then after you have put som air into your engine. turn choke up to no more than 3/4 's and gas on. If it doesnt start, and youve tried a few times. repeat the steps. most likely youve flooded it, and if so , then turn off choke and gas. then pump the throttle 3-5 times. then try to start it w/ the gas on :) let me know .

I had the same problem. I tried re-jetting and it still did it. Then I started opening the throttle wide open four times, then turning the choke on all the way, and it fire right up. I have to keep the rpm up for about 10-20 seconds then take the choke all the way off. 400 are terrible about being cold blooded. I just try and start mine and let it run for about 15 minutes everyday.

Yeah its gonna do that until the weather breaks (which it has). Mine was doing the same exact thing. But now that its warmer your problem should be solved

i put a D8EA in there in i have had 0 problems, full choke 2 pumps, rev it up for a little bit, nock the choke back 1/4 throttle, then ride it up hill (from storage) shut choke off and putt around for like 5 min...then it will idle fine.

Lol I have. Thats why its up there. It stinks like so bad for maybe an hour after you do it. Especially if you have to ride behind that person. God its awfull. Ask LUCKYCHARMS about it. He knows what im talking about.

I agree, the stock 400EX sucks to start in the winter. I bought mine in the winter of 99. It gave me so much trouble, that I almost took it back.

Since going up a pilot size, it starts real nice now. I also have trouble fouling plugs. I usually change out the plug every 15 hours.
