Wire wheel on a drill and a light touch. There are many ways to skin a cat, just depends on how much time and money you want to spend and what you have avaliable to use.
Carb clean, light sanding, wire wheel, sand blaster, etc, etc, etc.

Get a small amout of kerosene or gas and let it sit and soak over night in a bucket. Then a couple cans of carb cleaner will clean it right up. Or take it to a parts cleaner or a shop that has one. Most will let you use it for somthing petty as cleaning, At least i found good folks about doing that. Good luck either way
