If someone had Elka shocks off a 450, would they fit a 400?

They should bolt on but would be a little long for the 400.

Yes they will fit, but they might be a tad to long.

I have them, they are a little longer than the 400 but work just fine, been running them for 7 yrs with no problems....thats the fronts.

But does it depend on the a arms? I have stock now but would like +1's. would that cause an issue?

I have them on +1 a arms, standard travel.....if they are to stiff for your stock just adjust the compression settings, re set the pre load on the springs......experiment, thats what I did......you can also take the s/n off of them and contact Elka, they have all the records of how they were set up from factory, they can and will give you advise for your set up, what you can do.....they did for me.
