Pictures would help. Is the brand new chassis aftermarket or stock?

If you can reassemble the engine yourself it might be worth it. If not, keep in mind a used engine or complete rebuild runs about around 1k give or take.

If it's an aftermarket frame like Leager, Arens, Walsh!, or Roll Design! I would say sounds like a great deal even without an engine at all (a roller).

If you post pics we'll be able to judge much better based on what aftermarket it has and/or condition.

I think $1800 is a little to much. It looks nice but, for $2500 you should be able to find an 88/89 that is ready to ride and possibly has upgraded shocks.

If everything is there (engine wise, nerf bars, brake pedal, etc. and just needs assembling) I'd offer $1500. It is a clean bike!
