pry between the tank flange and the mount while turning the bolt.

try some vise grips if that dont work.

worst case you have to cut the bolt head off.

Both of mine are stripped too, I can pull them out with my hand but they never fall out..

I tried putting a screwdriver underneath the flange part and lifting up while trying to unscrew it out and still no luck

I've stripped those bolts and the threads on mine quite a few times also. That metal must be really soft right there, because I only took it off 2 or 3 times a year. It wasn't like I took it off every week or something. I just tapped the threads back to the stock size and pitch and got some harder bolts from the local Farm & Home and used them instead of the cheap stock ones. Haven't had any problems since.

If you can't get it out trying what everyone has suggested you can try cutting the head off and turning the bottom half with a pair of pliers or vise grips to get it out through the bottom.

Once I pulled mine out I never put them back in. You don't need them, the rubber bungee's do the job fine! Yeah just take a big screw driver and pry between the mount and the tank as you are turning the bolt.
