Yep sounds like a air leak.. Fire it up and spray wd40 all around and see if rpm's change...

I saw one doing that last race and checked around could not find any vacuum leaks, decided to throw a set of crank seals on it. I was going to help him put crank seals in and when we went to do the clutch side the crank bearing cage came out with the seal. Bearings bad causing it to surge... 2 strokes!!

maybe you need a a bigger pilot jet starving for gas look at spark plug down inside what color is the porcelin part of plug it should be brown
