Could be quite a few things

A. Slide adjustment is off
B. Fuel air mixture screw is not set right.
C. Float is not set right.

OR D. Its time for a top end rebuild. Idling only at high RPMS is a sign of low compression. IE: the piston isnt making enough compression to have enough of a vaccum at LOW Rpms to suck the fuel air mixture out of the carb. An easy way to tell this is to do a compression test ( which is very very easy if you dont know how to do it, you can find a tester at your local auto parts store for as low as 30 dollars)

There are other things that can cause this, however these are the most common.
