mine works perfect when the clutch is in good condition
Pull the clutch in and try to find it when rolling to a stop. Or stop and clutch in and throttle a bit and it will pop in. Your clutch plates and or basket are also probably a bit worn out making it even more difficult.
Try also to adjust the cable at the engine and or lever.
Check your clutch for wear to begin with. Other than that, give it a little gas while trying to find neutral.

Clutch is out of adjustment, ore worn out. The basket being grooved will make it hard too.

Had the same problem in mine a few years back, I could only get it in neutral with the motor shut off. I replaced the clutch fibers and plates and it worked perfectly after that.

Bump the throttle just a bit with clutch pulled in and it will shift smooth into neutral.

my 04 couldnt find neutral either. Find it while you're coasting to a stop, thats what I always did
