steering stem

I am putting a steering stem back in a 300ex and there aren't any head bearings...how does it work if there's no head bearings??? it was fine before and now that we are putting it back together, when we tighten down the bolts the steering stem wont move at all...what am i doing wrong here???
We have the rubber bushing in there where it's supposed to be but is that the only thing thats supposed to be in there???

I could be wrong, but it sounds like you either crushed the spacer for the bearing by overtighting it, or the spacer is missing.

Either way, it sounds like you are binding the bearing with too much force, causing the steering stem not to turn.
