Quiet exhaust

I am looking for a pipe for my sons drr90. Catch is we need it to be no louder than 96 decibles. The racing series limits us to it so have to go by the rules or they will not let us run. Only have a stock pipe setup now and have thought about getting a fmf silencer to fab onto it but would rather get a complete unit for it. Any suggestions?

the tighter the packing the louder it will get. the looser the packing the quieter it will be

I took the silencer apart and the packing is in great shape and does seem tight. I will try and get some more use out of it but highly doubt it will meet the db regulations. Suprised no one has had to do something like this before.
